Data allowance and bandwidth throttling

Id really like the ability to set a user data allowance and have the ability to throttle a particular device once it has gone over its daily data allowance. Really need to slow down the families use of tiktok and youtube. Youtube automatically lowers quality depending on your connection speed so it would be nice to have the feature. Id like to only cap the speeds at a certain data usage threshold for each user.
